INSTITUTIONAL PLANNING, MONITORING & EVALUATION
Position: Institutional Planning Analyst
Reference Number: 20001509

Purpose of the Job
To facilitate and support strategic planning processes in the development of the Institutional Strategic Plan, Annual Performance Plan (APP), and Extended Annual Performance Plan (EAPP), and to enable alignment between institutional planning and divisional/departmental/unit operational plans.

Minimum Requirements

  • Honours Degree (NQF 8) in Strategic Management, Higher Education Studies, Project Management, Public Administration, or related discipline.
  • 3 - 5 years’ experience in strategic and operational planning, monitoring, and evaluation.
  • Knowledge of institutional and strategic planning frameworks within Higher Education.
  • Understanding of performance monitoring, evaluation, and reporting processes (APP/EAPP, KPIs).
  • Competence in data collection, analysis, and interpretation using analytical tools
  • Sound knowledge of Higher Education policies, regulations, and DHET/CHE reporting frameworks.
  • Strong analytical, problem-solving, and quantitative reasoning skills.
  • Excellent written and verbal communication skills, including report writing and presentation.
  • Ability to manage confidential institutional information with discretion.
  • Proficiency in MS Office applications and planning/management systems.

Ideal Requirements

  • 7–10 years’ experience, including at least 3 years in higher education planning, institutional research, or performance analytics.
  • Advanced knowledge of institutional research, forecasting, and scenario planning methodologies.
    Expertise in Higher Education Management Information Systems (HEMIS) and business intelligence platforms.
  • Knowledge of national higher education policy, performance, and funding frameworks.
  • Ability to prepare performance dashboards and data visualisations for management decision-making.
  • Experience in benchmarking and environmental scanning studies.

Key Responsibilities

  • Apply planning methodologies to align operational and institutional plans with DUT Strategy 2030 and DHET frameworks.
  • Analyse institutional data and present insights to support executive and Council decision-making.
  • Track key performance indicators (KPIs) and ensure accuracy in performance reports and dashboards.
  • Apply knowledge of Higher Education Act requirements, DHET APP/EAPP, and CHE frameworks.
  • Utilise Excel, Power BI, and institutional data systems for data extraction, analysis, and reporting.
  • Produce high-quality reports, presentations, and documentation for senior management and external stakeholders.
  • Work collaboratively across faculties, departments, and with DHET/CHE stakeholders.
